Young English Democrats - Constitution

Pre-Constitutional definitions:
English Youth = Those people who live in England and are between 16 - 25 years old, regardless of colour, religeon or race.


1. Our Name

•  The organisation shall be called the Young English Democrats, hereafter referred to as the YED.


2. The Aims

•  The aims of the YED shall be:
•  Campaign along side the English Democrats Party (hereafter referred to as the EngDems) for fairness for England; achieved by the establishment of an English Parliament;
•  Representing the English Youth's interests;
•  To increase support for the English Democrats Party amongst the youth of England;
•  To give a political voice to the English Youth;
•  To listen to the interests of the English Youth.


3. Policy

•  The policy of the YED shall be that which is laid down in accordance with the constitution of the YED and EngDems.
•  YED policy is subject to devolution in certain areas for more relevance to the youth rather than adults.
•  The policy may be subject to variation from the EngDems' policies, of which any variations shall not breach the EngDems' Constitution.


4. Membership

(Requirements)
Persons allowed to gain membership of the YED shall be any person between the ages of 16 years and 25 years old who:
•  Support the aims of the YED.
•  Agreed to abide by the policy of the YED.
•  Accept the constitution of the YED.
•  Are not members of any political party except for the EngDems, nor a member of any party-political organisation other than the YED.

(Termination)
• Membership shall cease when;
  A)  a member is officially notified in writing, specifying the reasons for the action, from the National Chairman or National Vice-Chairman of his/her expulsion from the YED.
  B)  a member delivers his/her resignation to the Chairman or Vice-Chairman.
  C)  a member ceases to be eligible for membership at the end of their paid membership period or reaches 26 years of age, or.
  D)  acts in a way which is seen as different to the policy set out by YED.

•  No one who has been previously expelled from the YED may become a member again without the consent of the National Youth Committee.

•  Any person eligible to be a member of the YED, as set out in the 'Membership; (Requirements)' clause, but who does not wish to or is unable to become a member of any county branch, may opt-out of being a member of a branch whilst still remaining a member of the YED.

•  Membership to the YED only shall end on the member's 26th birthday as set in the 'Membership; (Termination); C' clause.

•  Members will have a membership fee per annum of varying amounts (dependant on circumstances) as set in the joining process; Membership fees are to be paid to the EngDems via the joining process at:

5. The English Democrats Party

•  The YED is the official youth organisation of the EngDems and shall accept such representation on the councils of the EngDems as are its allowances as the English Democrat's Youth organisation.
•  At EngDems' Annual General Meetings (AGM), all county delegates are urged to attend and represent the YED.


6. Internal Structure of the YED

BRANCHES:
•  Branches shall not exist until there are a minimum of 6 members in each branch area (areas being counties), member numbers not including Chairpersons;
•  New branches shall not be deemed to be officially constituted until recognition has been granted by the English Democrats Party's National Council (hereafter referred to as EDNC);
•  Each branch shall campaign in a way that does not contradict the Constitution or agreed policy of the YED and EngDems;
•  Each branch shall provide a written report of its years activities at each English Democrats AGM in the form of a paragraph report;
•  Each branch shall provide a list of all their members' names to the YED National Chairman on the first day of each month, failure to do so will result in an enquiry into the branch in question;
•  Should a branch of the YED be disbanded all funds and properties of that branch shall be transferred to the YED National Branch.

NATIONAL YOUTH COMMITTEE
•  A National Youth Committee (NYC) will be established as soon as at least three of the YED's possible 9 Regional Chairpersons have been bought into office.
•  Delegates entitled to attend National Youth Committee meetings shall be all branch Chairpersons along with the 9 Regional Chairpersons.
•  The procedure for National Youth Committee shall be the same as the EngDem national AGM meetings.

DISCIPLINE
•  This shall be in the power of the NYC, the power to suspend/expel/disband any branch or member of the YED in consequence of any contravention of our constitution or of conduct against the interests of the YED or EngDems;
•  Any individual/group/branch involved shall have the right of appeal to the next NYC meeting after the initial decision, any second decision by the NYC will be final.


7. Amendments to the Constitution

Provision for amending the Constitution and Rules will be set out in the following manner:
•  Amendments to the Constitution may be proposed by individuals or branches to the NYC directly or National Youth Council (NYC).
•  Notice of any amendment should be given to the NYC or N.C at least 4 weeks prior to the NYC Meeting;
•  Amendments must pass by a 60:40 majority of the NYC to come into effect.
